Upon re-reading that excerpt, I was puzzled by the phrase “panels group navigation options,” since at first glance it looked like a list of nouns, which meant that it wasn’t clear what verb is modified by the infinitive “to eliminate.” Maybe “panels gather navigation options,” or “panels organize navigation options.”
